This workbook is a learning aid for councillors on the roles, opportunities and drivers for council-led action on the changing climate, both to reduce local carbon emissions and to build resilience to extreme weather. It sets out the benefits for local people and places – lower bills, opportunities to generate income, and how to avoid some of the damage costs from weather events.

In October 2021 the LGA conducted a survey of the climate change officers of all councils in England. The purposes of the survey were to assess what actions local authorities are taking to combat climate change, to assess their future needs for support in this area, and to evaluate the climate change sector support offer provided by the LGA.

The LGA and Local Partnerships have produced this green finance guide to provide both practical guidance and examples of good practice to support councils in England to find the most appropriate and affordable ways to finance their green ambition.

The LGA worked extensively with Members of Parliament and Peers during the passage of the Environment Bill to provide information and research on implications for local government, support with the drafting and tabling of amendments, influence decision makers to secure favourable outcomes for councils and garner cross-party support for amendments that were in the interest of local government.

The LGA has commissioned Dr Daniela Paddeu of the Centre for Transport and Society, University of the West of England, to carry out independent research to explore the role of local authorities in co-designing and implementing sustainable local freight solutions for the ‘last mile’ of parcel deliveries.

The LGA commissioned Residential Analysts and Canal Street Research to investigate the potential impact of environmental protections on new housing delivery.
