This paper provides a snapshot of how councils already work to integrate health improvement into mainstream service delivery – from transport, planning and leisure, to housing, environmental health, education and social care. We know that, given the power and freedom to act locally, we have an even greater contribution to make. Councils are ready to lead and empower communities, neighbourhoods, families and individuals to deliver a 21st century revolution in public health with an emphasis on the health of the public rather than public health activities. This will put the health and wellbeing at the heart of all our plans and services. As this paper illustrates, an ambitious and modern approach requires freedom, flexibility and support.
