Care Act 10 years on banner

Through these contributions, the articles chart the legislation’s origins from the Law Commission’s inquiry and the Dilnot Commission’s recommendations, through to pre-legislative scrutiny, the Care Bill’s passage through Parliament, Royal Assent, and finally, implementation. The authors reflect on their original hopes for the Act compared to present realities. 

They underline the importance of collaborative, compassionate politics, mirroring the Act's own development process which was coproduced with people drawing on care and support and the many stakeholders who comprise the care and support sector. The articles also offer insights into areas where the Act's ambitions might not have been fully met, outlining potential next steps.

Rt Hon Sir Norman Lamb

Rt Hon Sir Norman Lamb is a former minister for Care and Support (2012 – 2015) and oversaw the passage of the Care Bill 2014 through Parliament. He is Chair of South London and Maudsley NHS Foundation Trust and Co-Chair of the Health Devolution Commission.

Paul Burstow

Rt Hon Paul Burstow

Rt Hon Paul Burstow was Liberal Democrat Care Minister May 2010 to September 2012. He was appointed to chair the joint Lords and Commons Committee on the draft Care and Support Bill. He now serves as Chair of the Social Care Institute for Excellence and holds a number of non-executive leadership roles including as chair of Hertfordshire and West Essex Integrated Care Board.

Rt Hon Alistair Burt

Rt Hon Alistair Burt served as Minister of State for Community and Social Care at the Department of Health from May 2015 until July 2016. He is pro-chancellor of Lancaster University amongst a series of other non-executive leadership roles.

Rt Hon Phil Hope and Sir David Behan

It all started in 2008 with a request to the Department of Health from the Law Commission for us to support a review of all previous adult social care legislation. Their aim was to bring forward proposals for a new legal framework for the social care system in England and Wales that would replace all that had gone before.
