Councils are committed to ensuring new homes are built and communities have quality places to live. It is vital that these are delivered through a locally-led planning system with public participation

Councils are supportive of Build to Rent and recognise the important role that it can play in delivering much needed high quality market rented housing.

Councils are committed to working with Government and developers to meet the Government’s aspirations of 300,000 new homes per year, with land for more than 2.6 million homes allocated in Local Plans.

This briefing summarises the housing and planning proposals of most relevance and significance to local government. It also provides the LGA’s initial reaction to the proposals along with our policy messages, which may necessarily evolve as discussions on the proposals continue.

Faced with increasing demand, reducing budgets, falling social housing and wide-ranging welfare reforms, it is clear that councils cannot tackle this challenge alone.

Councils have welcomed the £3.2 million worth of additional funding to support rough sleepers, as well as the £3.2 billion to help councils through this period. However, they need a commitment that the extraordinary costs incurred by all services to date – as well as the costs from delivering “business as usual” services with reduced income flows – will be met. Without this, the sustainability of council services, including homeless services, will be jeopardised in the short and medium-term.

Councils are delivering homelessness strategies that seek to respond to local conditions.

We are calling for Government to work collaboratively with councils throughout any transfer of ownership to a private company.
