The LGA wants to see a locally-led fully funded oversight and enforcement regime for exempt accommodation within a strengthened national regulatory framework. This should include a requirement for all exempt accommodation providers to be Registered Providers. This will ensure that councils’ responses can be tailored to the challenges they face and the contexts of local housing markets and demand.

We are deeply concerned that the proposed risk-mitigation measures in clause 71 of the Bill potentially give the Secretary of State significant powers to intervene in a local authority. There is a danger that the formula-based approach outlined in the Bill could impact more widely than intended.

This briefing note on the impact of utilities on leisure services has been jointly produced by ukactive and the Local Government Association for councils and for operators running council-owned facilities.

The LGA has long highlighted that adult social care exists to enable adults of all ages and with a range of conditions to live their best life and an equal life.

Councils want to do all they can to keep children and young people safe and to help them to thrive.

Our primary concern is that the Bill will significantly limit public bodies from using the current vertical and horizontal procurement exemptions, which enable councils and public sector bodies to enter into collaborative arrangements to run efficient public services.

Whilst the Bill provides a definition of harm and sets out how harmful content will be prioritised for child and adult users; it remains unclear what types of harm platforms will need to protect users against. We urge the Government to set out their proposed categories of harmful content to children and adults as soon as possible and consult with independent experts to define and prioritise harmful content.
