How to choose measures or actions

Measures should be appropriate to the local setting and the consequences of flood risk. You should work with others to maximise the outcomes (flood risk or other benefits) that can be achieved. To develop the strategy:

  • Review measures or actions in the strategy – do they align with updated objectives?
  • Include any linked measures in other flood risk plans
  • What new measures are needed?
  • Which measures can also facilitate better outcomes for others?
  • Consider funding from a range of sources
  • Consider the costs and benefits of each element

Natural flood management (NFM)

An approach to work with natural processes to help reduce the risk of flooding from all sources. It primarily focusses on working to reduce flood risk close to the source of flooding, or across a river catchment or coastline, rather than a focus on protecting receptors at the locations where flooding takes place. NFM reduces flood risk by increasing infiltration, slowing the flow of water, storing water and holding back sediment. It can provide additional benefits beyond a reduction in flood risk, which can increase the cost-effectiveness of installing measures and help attract additional funding or involvement from partners.

Sustainable drainage systems (SuDs)

SuDS can take many forms and be located both above and below the ground. They are primarily concerned with managing rainfall or surface water close to where it falls. There are four main categories of benefits from using SuDS, reducing water quantity, controlling water quality; improving amenity and enhancing biodiversity.

Property flood resilience (PFR)

PFR measures are a range of techniques to reduce flood risk to individual properties or groups of properties. These can be either:

  • Resistance measures to limit the water that enters a property, or
  • Recoverability measures to minimise the impact of flood water when it does enter a property

They reduce the flood risk at the receptor (i.e. the property).
