Inequity, the systematic difference in health outcomes of populations due to avoidable antecedent factors [1], can be reduced by redistributing public resources.

This case study reviews the creation and contrasting evolution of town teams using the experiences of Pembrokeshire County Council’s innovative support programme in six towns.

Cumbria organised the flu and COVID-19 jabs as two separate schemes resulting in nurses on the school immunisation service focussing on the nasal flu delivery, while the clinical leads working to deliver the COVID-19 vaccination campaign. 

In Cumbria, integrated care consortia have had “hard” budgets distributed to six localities since April. There are six GP consortia or localities, each covering roughly 100,000 residents, aligned with District Council boundaries.
