In January 2015, Redcar and Cleveland Borough Council went out to tender for the school nursing service and didn't receive any bidders. Between January and March, they did an options paper and Cabinet decided in March 2015 to transfer the service in-house and propose that they should subsequently explore also bringing health visiting in-house.

When employees said that a lack of management visibility, accessibility and appraisal inconsistency was hindering effective internal communications and employee engagement, Powys County Council decided to tackle the issue head on, winning a CIPR award for best public sector campaign in the process.

This is the fourth case study from the report by the Town and Country Planning Association (TCPA), supported by the LGA, which sets out examples of local authority innovation in initiatives currently being undertaken across the country, covering both urban and rural areas and working in the face of a range of housing challenges.

This case study forms part of a children's public health transfer resource. On 1 August 2017, the council transferred all of its children’s services to a community interest company owned by the council and two other local authorities.  

A dedicated commercial team within Liverpool City Council’s cultural service has generated more than £6 million in cash and in-kind support in four years.
