Partnership Working

Rugby is working hard to aid the delivery of housing sites which, at present, can be challenging. It is the only authority in Warwickshire that has adopted a Core Strategy that contains within it a commitment to delivery of 10,800 houses between 2006 and 2026. To achieve this, the Core Strategy allocates two sustainable urban extensions and the first of these has commenced development on site.

The Gateway Rugby site is allocated within the Core Strategy to deliver 1300 homes and 35ha of employment land alongside associated local services and a primary school. The Council has worked in partnership with the applicant - Bloor and Cala Homes who appointed Capita Lovejoy to act as agent - to secure the allocation within the Core Strategy and then the subsequent planning permissions. They agreed with the applicant that a number of planning applications would be submitted simultaneously in order to speed up the planning process and allow commencement as quickly as possible. As a result, the detailed application for the first phase of development was considered alongside and decided before the outline planning application for the entire site. The developer has therefore been able to commence development as quickly as possible.

The commencement of residential development on this site, now known as Eden Park, is a significant achievement not least because of the significant size of this site and the housing it will deliver but also because it is central to Council's strategy to meet the housing needs of the local community.
