East Lindsey District Council: delivering affordable housing through the Housing Capital Programme

East Lindsey District Council works in partnership with Waterloo Housing Group to deliver the Council's Housing Capital Programme which began in November 2004. Between 2004 and April 2015, the Council has committed to invest £7,625,000 of capital income to deliver new affordable housing. To date the programme has completed 444 new affordable homes and expects to complete in the region of 728 in total by April 2015.

So far, the programme has delivered 41 specialist units including properties for people with learning disabilities, a women's refuge and properties for people with physical disabilities. We are also in the process of developing an Extra Care facility in Skegness.

As part of the programme, Waterloo Housing Group uses local developers, architects and suppliers on almost all schemes. The group has also managed to purchase a number of private sites and convert them to affordable housing which has generated new affordable housing but also kept local developers building. This has prevented a number of builders from making staff redundant.

The Housing Capital Programme has also helped to generate a number of new apprentices in the district. A site manager apprentice position has been created to work on the extra care facility in partnership with the local developer, the housing association and the Council. This will hopefully lead to a permanent position. Waterloo Housing Group have committed to ensuring that there is at least one apprentice on all Housing Capital Programme sites.

The programme is proving to be so successful in boosting the economy that during 2011/12, 27 per cent of all new build development across the district were properties being developed through the Housing Capital Programme.
