New PSAA Chair announced

Bill Butler CPFA, CSyP has today been confirmed as the new Chair of Public Sector Audit Appointments Limited (PSAA).

As a Chair and Non-executive Director with a number of national organisations, with experience in organisational transformation, partnership working and a strong knowledge of good governance, management and audit, Bill will take over from Steve Freer on 1 April 2024.

Commenting on Bill’s appointment, Cllr Abi Brown OBE, Chair of the Improvement and Development Agency, said:

“I am delighted to welcome Bill into his new role. His extensive experience and expertise of the public sector audit world combined with his more recent experience as a Non-executive Director and Chair made him an outstanding candidate. 

“Bill will play a significant role with all of our key partners to make the sustainable improvements that are needed in both the short and medium term to public sector audit and in particular local government audit.

“I would also like to extend a huge thank you to Steve Freer who has done an outstanding job as the founding Chair of PSAA over the last 9 years.”

Incoming PSAA Chair, Bill Butler, said:

1)Public Sector Audit Appointments Limited (PSAA) was incorporated by the Local Government Association (LGA) in August 2014. PSAA is a company limited by guarantee without share capital and is a subsidiary of the Improvement and Development Agency (IDeA) which is wholly owned by the LGA.

2)Bill Butler brings a wealth of experience to PSAA including in his current role as Chair of Propertymark Ltd and as a Non-executive Director and Chair of Audit, Coventry and Warwickshire ICB.

Bill’s previous experience also includes being a Non-executive Director and Chair of Finance and Investment Committee at The Law Society as well as the Non-executive Director and Chair of the Audit and Risk Committee at Gangmaster. He has also held previous roles as an Independent Director of GPDF Ltd; was Chief Executive of the UK Security Industry Authority and Director of Corporate Services at the Gambling Commission. Prior to that he was also Head of Finance at the Healthcare Commission; and has also previously worked for the Audit Commission.
