Develop a local flood risk management strategy

The process to update and develop local flood risk management strategies needs to reflect current policy and best practice and address the flood risk in the local area.

How to update your strategy

The exact starting point will depend on the current status of the existing strategy and how well it aligns to the current strategic priorities of you and your partners and that of  the national FCERM strategy in both their objectives and the methods.

The steps to develop a strategy

Developing a strategy is a circular process, and the starting point to update a strategy will depend on what has changed, both in terms of flood risk policy, understanding of flood risk and wider issues affecting the authority area since the last update. There are five main steps and it is important to work with others throughout to maximise the outcomes that can be achieved.

Strategic Environment Assessment (SEA) and Habitats Regulations Assessment (HRA)

An SEA or HRA screening should be undertaken to determine whether the implementation of the LFRMS has the potential to significantly impact the environment or could significantly harm a designated feature of a European site. Specific guidance on SEA and HRA can be found on the Government website.
