Local authorities as landowners: Showmen’s Guild proposed changes to rules

The Competition & Markets Authority has asked the LGA to bring the following proposed changes to rules of the Showmen’s Guild to the attention of councils.


Subject to final approval by the Guild in January the rules outlined in the letter below will be implemented, and the updated Guild’s ‘rule book’ published on their website from March 2018.

The intention is that Guild members will face fewer restrictions in putting on fairs, or attending fairs, than they did in the past. Under the proposed new rules a local authority will be able to replace a Guild member with another Guild member if the incumbent is under-performing. This does not change the fact that a local authority can contract with a non-Guild member instead of an incumbent Guild member.
