Accelerating adaptation action: Councils preparing for climate change

Councils are critical in preparing people and places to the impacts of the changing climate. As leaders in communities, they deliver hundreds of essential services to protect public health, manage roads, prepare for floods, and provide open space. Nationally we are not sufficiently prepared for the impacts of climate change, and central government must prioritise its work with local government to close this gap. This research report explores local authorities' preparedness for climate adaptation.

The report draws out key insights and recommendations for England.

Climate Change Survey 2021

In October 2021 the LGA conducted a survey of the climate change officers of all councils in England. The purposes of the survey were to assess what actions local authorities are taking to combat climate change, to assess their future needs for support in this area, and to evaluate the climate change sector support offer provided by the LGA.

Climate Change Survey, February 2020

In February 2020 the Local Government Association (LGA) conducted a survey of Directors of Environment or equivalent of all councils in England. The purpose of the survey was both to assess what actions councils have already taken to mitigate and/or adapt to climate change and to ask them what policy changes would enable them to do this in future more effectively. At total of 98 responded – a response rate of 29 per cent.
