This briefing sets out the LGA's response to different parts of the Government's adult social care white paper chapter by chapter. While we fully support and endorse the positive framing of social care in the white paper, we question whether the funding set out matches the Government’s level of ambition.

The LGA can see the potential benefits of the Care Workforce Pathway for adult social care but, in order to realise them, consideration must be given to the issues raised below. By working together to address these issues, we are hopeful that the pathway can be a success and deliver some of the changes that are needed to bolster this critical workforce.

The commissioning and provision of adult social care and support is a vital council service that can transform people’s lives. It is a crucial public service that supports working age disabled adults, older people and their carers, as well as promotes their wellbeing and independence. Despite major funding pressures, councils have worked hard to preserve adult social care outcomes.

On 3 March 2021, the Government published guidance for care home providers on limiting staff movement between care settings in all but exceptional circumstances to help reduce the spread of infection.

Adult social care needs to be on a sustainable financial footing and the pressures on the system need to be properly understood.

The LGA and ADASS remain concerned about the variation across the country in eligibility rates for continuing healthcare under the current system.

The NHS does not operate in isolation. The commitment for increased funding for the NHS will only be maximised if there is an equivalent scale of investment in social care, public health and prevention services that both improve people’s health, wellbeing and independence and relieve pressure on frontline NHS services.

In recent years, adult social care has been propped up by one-off, piecemeal injections of funding. This hampers councils’ ability to plan for anything beyond a short-term horizon. Social care and public health funding should therefore be given the same long-term certainty as NHS funding.

Together with NHS England, local authorities and the LGA have undertaken a range of measures to improve preparedness for winter.

Protecting and supporting communities, including the most vulnerable, remains councils’ top priority. Council staff are working 24 hours a day to help delay the virus, minimise the spread of infection and keep people safe and well. Council colleagues are doing an amazing job in hugely challenging circumstances and we pay the highest tribute to their commitment and dedication.
